Here is my top ten best Batman villains.
The Penguin, to me, is that villain that's deadly, plus the Penguin show was incredible, so yeah, Penguin is one of the best Batman villains, being a fatal crime boss to a character you do feel for seeing how he was bullied a lot in any origin you've read in the comics.
9. Scarecrow
Scarecrow was a frightening villain because his fear toxin would make anyone go crazy, thinking their nightmares were real. Scarecrow was a frightening villain, but whenever Batman fought him, he learned to withstand his fear toxin. Scarecrow was a frightening villain, and even in the Arkham game, he was scary and a great main villain in Arkham Knight.
If Scarecrow appears in the DCU Gunn should give him this look.
The Riddler did start off being goofy and funny, but in truth, in later retcons, he's actually one of the most dangerous Batman foes. He's done a lot of crazy stuff, like in Zero Year, he took over Gotham for months, and after the Batman film, this character has become one of Batman's best enemies. He also figured out that Bruce Wayne was Batman and considers that his most significant victory is having solved his own greatest riddle: who Batman is.
Paul Dano's Riddler was groundbreaking breaking free of the goofy Jim Carrey Riddler.
7. Mr. Freeze
One thing I love about Mr. Freeze is that he is a villain you feel for because he was trying to save his wife, Nora, from dying, and became a villain in the process. Mr. Freeze is one of Batman's most sympathetic villains because you feel for him, but you wish he hadn't gone down that dark path. There are many stories of Batman where Freeze reunites with Nora, and some are heartwarming, while others are bad. A man desperate to bring back his wife always ends sad.
6. Two-Face
Now, Harvey Dent was initially a good guy who, like Bruce, was fighting to free Gotham from corruption, but sadly, he was scarred, and his split personality took over. Two-Face is a villain who tosses a coin and decides your fate. Harvey Dent was another tragic villain who initially wanted to help but ultimately turned down a dark path. It's also revealed that he knows Bruce Wayne is Batman, and he's always known.

Now, Talon from the Court of Owls was a great villain because he came close to killing Batman. It's also revealed that he had killed Bruce Wayne's great-grandfather, Alan Wayne, and that's been killing Waynes for a long time to protect the Owls. Talon also tried to recruit his great-great-grandson, Dick Grayson, who we know as Nightwing, but in the end failed. Talon is one of Batman and Nightwing's most dangerous enemies, as he threatens both of them. Additionally, it is rumored that the Court of Owls will be featured as villains in the next Batman film, but it could also be Hush.
I feel like we will see the Court of Owls either in The Batman films or DCU.
Ra's Al Ghul was the leader of the League of Assassins and wanted Bruce to become his heir, but he refused, even after Talia had given birth to Damian. Ra's has died many times, but he always came back from the Lazarus Pit, which restored him or rejuvenated his youth. Ra's also took down the Justice League once in the Tower of Babel series after he learned of Batman's plan to take down every member of the Justice League. He was one of Batman's most formidable enemies and a threat of Justice League level.
Ra's does have a sense of honor to him.
We all know Bane broke the Bat, and Knightfall was one of the best Batman stories because Bane was never a gimp like in Batman and Robin. He's one of the smartest Batman villains and strangest. Bane's story is complicated, and the things he went through, but in the end, he became one of Batman's biggest foes and even took over Gotham three times. Bane also knows Bruce Wayne is Batman, but doesn't care at all as he wants to break the Bat. Also let's forget he killed Alfred too.

Hush was originally one of Bruce Wayne's childhood friends, Thomas Elliot. Still, he was showing signs that he was a little psychopath and even killed his own father, who was terrible and abused him; his mother survived. Still, she became overprotective and even cut him out of the will because he didn't like his girlfriend, and he killed her after admitting he killed her husband. Hush was one of the best new villains of Batman, and he was scary. What he does to face his mess up, like Hush, was a great villain, especially since he has a history with Bruce as they were best friends growing up.
Yeah, he did surgery on his Face to look like Bruce Wayne because his parents loved him more than him. I recommend reading Heart of Hush.
Additionally, it is rumored that Hush will be the main villain in the next Batman film, starring Robert Pattinson, because Matt Reeves says it's a villain we haven't seen on the big screen, and he has a past with Bruce Wayne. So it's either Hush or Talon.

1. The Joker
Yes, the Joker is the best Batman villain because let's face it, no one has made Batman's life a living hell. He has crippled and raped Barbara Gordon, he killed Jason Todd, he has murdered countless innocents, and he has done terrible things to Gotham. To the point, we always ask why Batman doesn't kill him or why Arkham doesn't give him the death penalty. Batman once explained he won't kill Joker.
Joker is the best Batman villain because he has done more damage to Batman's life than any other villain, even after Bane killed Alfred. We also never know his true origin, unlike most Batman villains, where it's all a matter of interpretation on how you think he became the Joker. Whether you go with the Killing Joke origin or the Red Hood gang origin in Year Zero. The Joker's origin is still a mystery.
Joker is, without doubt, the best Batman villain because he will always be one villain that will find a way to mess up Batman's life.
All it takes is one bad day.
